~MULTIPLATFORM CONTENT NEWS~

NBC is preparing to expand its own fee-based digital downloads store, with a full complement of programming from across the NBC Universal and Telemundo spectrum. Pricing should be similar to what iTunes charges ($1.99 per show), but the network is keen to experiment with shorter times and broader packaging, such as the season pass offered for Sci Fi Network’s Battlestar Galactica on iTunes and Amazon.com.

Hollywood talent agency William Morris signed an agreement with online video streaming company Narrowstep to package and create TV-quality shows for its clients for distribution on computers, cell phones and other devices. The goal is to create free, ad-supported programming with advertisers pre-attached, without the involvement of a large studio or online portal. Narrowstep also counts ABC and the UK’s ITV as streaming clients.

HBO is launching a full complement of supporting multiplatform programming to complement the feature documentary Addiction premiering March 15. HBO multiplex telecasts, podcasts, and streaming video on hbo.com/addiction will showcase 13 short supplementary films that include interviews with experts and further exploration on the dynamics of the disease. The entire 14-part series will also be available on HBO on Demand the day it premiers. 

CBNC.com is encouraging viewers to sync up their webcams with the website for a live “Face 2 Face” segment featured in the primetime CNBC show Fast Money. Producers will ask for questions upfront and decide who gets on the air. The technology is powered by online meeting facilitator WebEx Communications.

The Weather Channel is creating a destination in the 3D virtual world Second Life. To promote its new extreme sports-themed show Epic Conditions, “Weather Island” will feature adventures like downhill skiing, mountain-biking and surfing, each activity showcasing an individual episode of the show. New episodes of Epic Conditions will premiere every Friday on Weather Island and weather.com/epic prior to airing on TWC.

IbusinessChannel.com unveiled Cover Stories, a weekly web video program featuring interviews with authors of books in the fields of technology, sports, entertainment, healthy, finance and other areas. IbusinessChannel.com is a division of Ribbon: The Internet Broadcasting Network. A schedule for the series will be announced in the coming weeks.

~TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

CBS and the Writer’s Guild struck a deal covering initial compensation, minimums, residuals, pension plans, health coverage and writing credits for the writing of webisodes related to daytime soaps As The World Turns and The Young and the Restless. The pact covers the nine-episode L.A. Diaries web series, a spin-off based around characters from the two shows, which launched on CBS.com’s innertube two weeks ago.

Comcast and Sinclair reached a retransmission agreement in a nick of time on Friday, just a day before its current deal expired, representing consent agreements for about 3.4 million Comcast subscribers. Comcast said it will not involve cash, but rather shared advertising revenue, online co-marketing agreements and cross-promotional opportunities for both companies. The negotiations were watched closely by the cable industry, as many smaller operators have had to surrender as much as 50 cents per subscriber, per month to renew retransmission deals. Comcast has said repeatedly that it will not pay for the privilege.

Cox Communications deployed VOD services in Tulsa, Oklahoma and Baton Rouge, Louisiana using Concurrent servers and software, the eleventh and twelfth systems the two companies are partnering in. Approximately 75% of Cox’s VOD-enabled homes use Concurrent equipment.

FCC Chairman Kevin Martin hopes to allow TV stations to lease a portion of their digital bandwidth to small, independent broadcasters. Impressed with the deal Post-Newsweek stations struck with LATV in January to use additional spectrum to broadcast the Latino network, Martin sees such arrangements as opportunities for niche programming services to reach the marketplace.

The federal Copyright Royalty Board ruled discounted royalty fees paid by small Internet radio broadcasters to musicians and record labels must cease. The board ruled the current rate of 8 cents paid each time a song is played online would more than double by 2010, and that tax-exempt non-profit companies must pay a flat annual fee for a limited number of listening hours. The decision has public and internet-only radio stations worried about the future of internet radio, as higher royalties may drive them out of business.

~DIGITAL ADVERTISING~

Google has begun a pilot project to test its new television ad-serving system with cable provider Astound Broadband, according to a report in The Wall Street Journal. The system is working to provide more targeting capabilities for advertisers. For instance, Google may tap demographic information of a neighborhood or household and match it with appropriate ads. If the system proves successful, Google could present itself as the middleman for purchasing and serving spot TV ads to local markets across the country, part of its goal to offer advertisers a one-stop, multimedia platform.

Microsoft global media director David Grubb reached out to cable network executives, asking for their help in testing the new eBay system for buying and selling ads online. Grubb, who sits on the steering committee formed to study the software, admitted sales-side frustration was justified, but that subsequent participation should help rectify the situation, according to mediapost.com.

Paramount Pictures devised a campaign for The Shooter that invites users to create their own trailers by mashing together clips from a pool of twenty provided on the official Shooter website www.shootermovie.com .  Do-it-yourself video-editing site Eyespot.com provides the tools for free, including sound and music mixes for texture. Users can embed trailers on blogs, video sharing sites or MySpace pages. The best mash up wins the grand prize of an Xbox 360 game system.

Hyundai launches a new website this week built around a “mash and seek” contest to promote the launch of the new Eleantra. Sixteen randomly-selected contestants are split into teams of four and asked to identify one another based on an image of just a quarter of a their full face. (The face collages are reminiscent of the opening montage on Ugly Betty.) Go to www.mashandseek.com to enter.

~TRENDS, RESEARCH, ETC. ~

Independent, third-party auditing would vastly increase digital ad spending, according to a new survey jointly conducted by the Audit Bureau of Circulations and NSON Opinion Research. Two-thirds of online planners and buyers surveyed said they lacked confidence their impressions were being accurately measured and reported. Half said they would increase spending on blogs, online video, podcasts and mobile websites if independent metrics were offered. Traffic, ad impressions and ad delivery were named as the most useful metrics in the medium.
 



~WEBSITE OF THE DAY~

Spooky! Comcast’s online horror site FEARnet.com registered 6.66 online million views during the month of February. The site, launched by Comcast, Sony Pictures Television and Lionsgate Entertainment, has more than 45,000 registered users who have racked up more than 2.8 million video views since debuting on October 31 last year. FEARnet.com includes games, downloads and the streaming of free movies, trailers and interviews. Word of warning some of the content is not for the squeamish.
